Good news as there is now an upgrade to Acrobat v7.0 for those Members possessing Acrobat v6.0 Pro or Standard. All Acrobat v6.0 licenses that had maintenance (upgrade plan) are covered and will get the free upgrade from SoftChoice. All licenses that are Acrobat v6.0 with no upgrade plan must be upgraded to v7.0 at the upgrade cost if they wish to have the most current version. The v.7.0 upgrade license and the new license is available for anyone not eligible for the free upgrade through contacting Softchoice at 1-877-FED-7638 (1-877-333-7638). HYPERLINK \l "Top"Back to Top Good News for Travel Reimbursement Joint efforts by OCX, DC-I Jeff Mahl, D7 DIRAUX, PSC, and FINCEN working together for the past year, have resulted in the launch of a new online system. CG Personal Support Command at Topeka can now provide Travel Voucher Summary (TVS) reports directly to Auxiliary members using the Internet. What is a Travel Voucher Summary? How many times have you seen a deposit in your bank account for CG reimbursed travel and wondered what exactly was covered in this mysterious amount? A TVS is a 3-4 page report, generated when you submit a Travel Claim (note this is for Travel only ... not Patrol Orders), that breaks your travel down by line items. The first page of the report shows a summary of your reimbursements and the "Total Amount Payable and Due Member" which is the amount that you are getting reimbursed. Subsequent pages show your reimbursement broken down daily by per diem (hotels and meals), travel (car...mileage, etc.), and other "Approved Reimbursable Expenses" (travel agent fees, rental car, lodging taxes, tolls, etc.). How do I obtain my reports? Selected as an organization that made outstanding contributions to water safety in 2004, the Eleventh District, Northern Region was named as the NWSC Region #5 winner. The award was accepted by COMO Cameron L. Linn, Jr. IPDCO. In addition, the National Safe Boating Council named John M. Malatak, Chief, Program Operations Division, Office of Boating Safety as a 2005 Hall of Fame recipient, for exemplary leadership and outstanding service on behalf of safe boating. The goal is to encourage and solicit innovative ideas and new technology to design a life jacket that the majority of average boaters might wear. The competition starts 31 March 2005 and ends 15 December 2005. The winner will be announced at the Miami International Boat Show, Feb. 2006. Design criteria is not obliged to meet US Coast Guard approval requirements to win. However, the necessary design elements include: wearability, reliability, innovation, and cost (a retail target of $25-30 is encouraged but not mandatory). More traditional designs submitted may be forwarded to the US Coast Guard for review and potential financial assistance in having the design tested at Underwriters Laboratories. Over the past year, more and more members reported problems in receiving grading emails from the on line exam system. In most cases, other than bad email address, the problem was traced to members’ computer setting for anti-spam and virus protection programs. Additionally, many members' (ISP) internet service provider, had installed programs that re-directed email, which called for the member to review and approve the sender. Those types of email problems are well beyond the control of DirAux West/NTC to overcome. Effective with all exams taken after 03/01/05 a member can check and verify they have passed or failed any on line exam. (APCO). APCO formerly produced various types of PFDs including several sizes of unicellular plastic foam life preservers and is currently out of business. PFDs from other manufacturers could have similar problems. A close inspection revealed - * varying body strap lengths, sometimes less than 54" from the tip of the snap hook to the tip of the D-ring, resulting in a very tight fitting adult sized PFD on average sized crewmember, * non-resilient and brittle condition of the PFD flotation foam, * differences in foam volumes and physical size for the same model of PFD and, * inaccurate markings, incorrect Q-spec numbers (106.055 vs. 160.055), misspelled words, and incorrect narratives. Additionally, follow-up buoyancy tests of suspect PFDs performed by the Marine Inspectors resulted in numerous failures. All PFDS that had failed were condemned and each exhibited noticeable shrinkage and compression. Many of these PFDs have been in use since the 1970's and may have reached the end of their service life. I wanted to let you know that there has been no action nationally to raise the MARSEC level or take any other coordinated effort which would affect the Coast Guard Auxiliary at this time. You can and should continue to work with your local Coast Guard and Auxiliary organization to provide any requested support in connection with these developments. For example, your local Marine Safety Office or Sector Response Unit may need assistance in supporting increased activity at maritime based transit facilities such as ferries or related critical infrastructures. These should be coordinated through your local Auxiliary chain and Coast Guard command structure. The developments are also a reminder that every Auxiliary unit should have its own contingency plans, which should provide guidance on how your unit responds to developments of this nature. If your unit does not have such a plan, consider developing one at your next unit meeting. There are significant resources available to assist you with this effort on the national Auxiliary website. The Department of Homeland Security is pushing a mandate to require all payments made by the CG Finance Center to be accomplished electronically. The cost of an electronic funds transfer (EFT) is a fraction (approx 1/100th) of what it costs the Coast Guard to mail you a check. I personally urge you to assist in this fiscally responsible endeavor to make the best use of our limited Coast Guard funding. Currently, 69% of payments made through the Patrol Order Management System (POMS) are done electronically and this system has proven to be efficient and reliable. Moreover, other Coast Guard personnel (Active, Reserve, Civilian Employees) have been required to have their pay deposited electronically for about the last 20 years. Understandably, some of you are reluctant to apply for EFT for various reasons. I ask that you reconsider your position based on today's technology, the Coast Guard's superior computer system security measures, and the overwhelming success of EFTs in general. The fear of identity theft is often a leading reason for apprehension, as well it should be! We hear too often about high tech thieves who prey on their unsuspecting victims. I'm not asking you to be foolish in your actions. You are very wise to be leery of internet scams and computer hackers. But did you know that you can sign up for EFT without joining the world of cyberspace or subscribing to an on-line service? You don't even need a computer! If you have a bank account then you are eligible to be included in payments via EFT. They are fast, secure and much less costly than issuing a check. Our goal is 98% participation by October 1, 2005. I think we can exceed expectations by acting quickly and getting maximum participation within the next 2 to 4 weeks! Here is another opportunity for you to make a significant contribution to the United States Coast Guard. Please consider taking this simple but effective step toward outstanding stewardship of public funds. EFT enrollment forms are available in Appendix G of the Auxiliary Manual (page G-56) and in the Forms section of the Auxiliary web site (HYPERLINK "http://www.uscgaux.org/~forms/archive/fms2231f.pdf"http://www.uscgaux.org/~ forms/archive/fms2231f.pdf , form FMS-2231). The authorized dark blue operations polo shirt has USCG AUXILIARY embroidered in white on the left front side and the Auxiliarists' LAST NAME embroidered in white on the right front side. Sizes small (SM) through extra large (XL) cost $32.50 each; two extra large (XXL) costs $35.00 each; and three extra large (XXXL) costs $38.00 each. The quantity of shirts ordered determines the shipping and handling fees. Extreme heat conditions are impacting upon large areas of the country, and there is an increased potential for heat related illnesses and dehydration. You may believe that you can tolerate heat. However, when the weather is so warm and the heat index rises to the levels as high as they have been occurring recently and are expected to continue, you should take measures to avoid the heat and compensate for increased fluid loss. Dehydration can occur insidiously. When you realize you are thirsty, you are already behind in your drinking and becoming dehydrated. It may be hard to catch up on your fluids that same day. So think ahead, avoid the heat if possible, and stay hydrated. This uniform will be prescribed for formations or ceremonial events for all personnel during cold or inclement weather. The uniform will consist of a Belted Trench Coat and Black Leather Gloves. The White Scarf, often worn with the Trench Coat shall remain optional. A Cover is not mentioned. It is suggested that all Auxiliarist's maintain a similar ensemble to be used for such an occasion. It is possible we are asked to participate at such an occasion (cold and inclement) and we will be similarly attired. The items can be purchased on the Uniform Distribution Center web-site. EFTs provide fast and secure reimbursements from the Coast Guard directly to your bank account. The Coast Guard Finance Center (FINCEN) prefers that EFT enrollments be done via internet whenever possible. However, an EFT enrollment option is still available via paper form that can be mailed or faxed to FINCEN. We encourage everyone to continue to donate through Operation Life Ring as well as other Coast Guard specific programs to provide this needed assistance. The Association is teaming with Coast Guard Mutual Assistance (CGMA) to leverage the donated funds we have available with their funds and those provided by the Coast Guard Foundation. This will significantly increase the funds available to all our affected Coast Guard family members. We will work with CGMA to identify Auxiliarists and guide them and other Coast Guard family members to CGMA representatives in the Gulf Coast region. Past Commodore Joseph Taylor remains as a primary contact for Auxiliarists seeking assistance and in coordinating the distribution of available funds to meet the urgent needs of our Auxiliarists and Coast Guard personnel affect by Hurricane Katrina. Back to Top <> _____ In Memoriam - Four Years Later The United States Coast Guard Auxiliary remembers one of our own, as we remember the anniversary of September 11th. Gregory Sikorsky U.S. Coast Guard Auxiliary Gregory Sikorsky, U.S Coast Guard Auxiliary, 35, Sept. 11, 2001, during the collapse of the World Trade Center. He was a volunteer firefighter for the Hillcrest, N.Y. Fire Department. He was a veteran of the Marine Corps Reserve and of the Persian Gulf War. A member of the Coast Guard Auxiliary since 1995, he was in Division 10 in the 1st District Southern Region. He is survived by his wife, Maria, and son Steven. A Memorial Mass was held Oct. 20, 2001 at Saint Boniface Roman Catholic Church in New York We also remember the following United States Coast Guard Reservists who lost their lives on that fateful day: * Jeffrey A. Local projects of national significance will be considered as well. With funding from the Program, local efforts addressing boating safety concerns will be identified and grants will be awarded to improve those efforts. Such programs may include developing and printing posters, purchasing billboard posters and leveraging additional free billboard space for a local flotilla or chapter, educational displays, or promotional items with safe boating messages. Programs expanding on the North American Safe Boating Campaign will be given preference. USCG Auxiliary Flotillas are encouraged to apply. In reality, they are duplicating the information and thus the volume of email. In an effort to curb the needless forwarding of information that may have already been received by others, we ask that *all* periodic email distributions (newsletters, reports, directories, etc.) include in the header of the document who was included in the distribution. For example; AUXeNews is sent to all members with an email address in AUXDATA, or in the case of the I-CS Dept. monthly newsletter: Bits & Bytes is sent to all DSO, ADSO, SO, and FSO-IS and CS Officers. Including the distribution information at the top of such mailings makes it clear that forwarding is not necessary, unless there is a specific individual not covered in the distribution list. It is also generally recommended that for smaller distributions the recipients not be shown in the CC: portion of your email header. This can be accomplished by using the BCC: (blind carbon copy) function. There may be instances, especially in non-routine mailings to a very limited number of recipients when there is a benefit to showing the recipients in the CC: header (so those receiving the message know who else was in the distribution). Good judgment, and consideration of your fellow Member's email in-box capacity will help guide you in effectively getting the information exactly where it is needed *once*. HYPERLINK \l "Top"Back to Top _____ Accident/Fatality Statistics Posted Recreational boating accident/fatality statistics for 2004 are now available from the Coast Guard Office of Boating Safety. The great news is that in 2004 there were less accidents and fatalities also declined from 703 to 676. However, 70 percent, or 484, of the fatalities were from drowning and 90 percent of those who drowned were not wearing a PFD. As you likely know, we successfully made a *physical* move of the old server from Springfield to Sterling VA with most of our users never noticing the change, exactly as planned. The new LINUX server is about to be built which will then permit the second phase of the process to begin, moving the existing websites from the old to the new server. As you can imagine, this will be a massive project with hundreds of webmasters moving their respective sites. We have established a Migration Team to help plan and facilitate the process. Our aim is to make the transition as smooth as possible, but given the magnitude we realize that there are bound to be a few glitches. The support and patience of our unit webmasters will be the key to having this go as smoothly as possible. The present target is to begin the actual migration in October. We will be making an orderly transition by District. As soon as the republishing schedule is determined, we will be working with your DSO-CS, who will help coordinate the website movement within your District. The actual migration will be accomplished with each unit webmaster republishing their website on the new server. This can be done either by using FTP or MS Front Page (2003 Server Extensions will be enabled on the new server) and publishing to a new IP address which will be provided to webmasters at that time. There will be a time "window" for all webmasters to accomplish their republishing. At the end of that "window" period, the old server will be terminated and www.uscgaux.org will be re-pointed to the new server with your new URL ("a" will be replacing the current "~" in your address). We remind all webmasters to insure that they have a good backup copy of their unit website on their local computer. Webmasters are always responsible for maintaining a backup copy of their site, but now it will be especially important. Known as AUXPLUS-PE, the software is now in the testing stage. We have asked all DSO-PE to identify 2 Flotillas in each District who will give this program a field evaluation between now and the end of December. Based on their feedback, we will make any necessary "tweaks" and will be releasing it to the entire Auxiliary at N-Train 2006. Our primary objective has been to keep it as simple as possible and yet enable the central storage of all national PE records. So, in the future, when someone calls any of us for a lost card or certificate, we'll be able to instantly find them and provide even better service. Under this agreement every new boat buyer starting with their 2006 model year will receive a certificate entitling the purchaser admission to a Coast Guard Auxiliary conducted America's Boating Course class. The Education Department has notified the Flotillas nearest each Skier's Choice dealer of the details but the short version, simply stated, is that the customer will present to the Flotilla a certificate that, when mailed back to Skier's Choice, will result in a payment of $50.00 to the Flotilla that enrolls the customer in an America's Boating Course class. This is but the first of what we hope will be a trend that will result in bringing more students into your Flotilla-conducted America's Boating Course classes in the months ahead. Additionally, every new boat sold by Skier's Choice will have in the new owner's literature packet our America's Waterway Watch brochure and an America's Waterway Watch decal for the vessel. This is a theme you will begin to see repeatedly from your Education Department in order to increase the number of recreational boaters that we reach with basic, necessary boating safety education. The number of boaters taught safe boating practices each year is around 400,000 in total. To push boating safety, increase Vessel Safety Checks, promote America's Waterway Watch, and improve our recruiting efforts, we need to find a way to reach more boaters. To increase our productivity without overly burdening our members, America's Boating Course offers the most effective opportunity. Many boaters can be drawn to ABC during the boating season due to the limited time commitment to complete the course. In the past few years, we have seen a decline in the number of boaters we are reaching in virtually all areas of Recreational Boating Safety. Why? Since 9-11, our members have been asked to involve themselves in more and more mission areas with a heavy emphasis on operations. A number of new players have emerged offering self-study and online courses in addition to a similar offering of America's Boating Course. The state courses represent stiff competition in spite of the fact that Auxiliary-conducted courses are value-added opportunities. Taking all those things into consideration however, the total number of boaters taught safe boating practices each year still remains around 400,000 in total. Many Flotillas teach BS&S as their only boating safety education offering and the courses are largely taught "off season". Today's boater first should be exposed to "need to know" information on boating safety and may later wish to learn "nice to know" information added in the BS&S courses. More frequent ABC courses will reach more boaters and encourage many to take expanded courses or specialty short courses. More boaters exposed to necessary boating safety education will result in more Vessel Safety Checks and more new members. In an effort to reach more boaters each year, your Education Department is launching a campaign emphasizing ABC..."ABC: Just One More!" We are asking all Flotillas to teach just one more ABC course each year than they did the year before. For some Flotillas, it may be the first time they will teach ABC. For others, it may be the first time they teach a one-day course during the boating season. The resulting impact will be an impressive growth in the number of boaters that the Auxiliary reaches each year. We ask you to support the concept of teaching one more ABC course than you did last year before and welcome your ideas on how we can maximize the impact of this effort. HYPERLINK \l "Top"Back to Top _____ RBS Device Approval and Award Criteria The NEXCOM has approved the criterion, recently developed by an RBS Directorate committee, for members to earn a new device. Called the Recreational Boating Safety Device (RBS) Device, it is intended to recognize members who extraordinarily support the Auxiliary's programs and activities within, or related to, the traditional RBS missions and programs. Before visiting a health-care setting, inform the health care provider about symptoms and recent possible exposures. (This will allow the clinic, medical office, or sick bay to provide an alternate setting for the ill person to wait rather than expose others in the clinic to a contagious illness). Each DSO-CS now has the new unit website addresses, and access information for every hosted Auxiliary website within their District. They will be getting that information out to each of their webmasters in the near future. Webmasters will want to act promptly when they do receive that information from their DSO-CS. The actual migration process is easy, with each webmaster simply republishing their existing site to the new address. In most cases it has taken only a few minutes for the unit webmaster to accomplish. Please remember that 10 DEC 2005 is the deadline for completion of the migration process. Some recent and significant changes to the Auxiliary Data System (AUXDATA) have resulted in a wide variety of problems and difficulties for its frequent users. First, let’s remember that AUXDATA is, for the most part, a Coast Guard-owned, Auxiliary-operated information system that affects or is affected by all Auxiliarists. It is the repository for performance, activity, training, facility, award, and even basic personal information about the Auxiliary. Some nasty injuries occur regularly on fishing vessels/pleasure craft also due to this. Below should be a testimony of the reminder to be aware of the smallest matters in our Auxiliary facilities - and when not on orders/taking families/friends out. "Break-away" jewelry only - make sure a weak-link is built into anything attached to us and that the weak-link is not a body part. Request this be passed and posted on the appropriate web sites as an example of the effects of a small oversight.
