NACO Announces New NADCO-RBS
The National Commodore takes pride in announcing the appointment of Mr. Ed
Sweeney as National Directorate Commodore for Recreational Boating Safety
(NADCO-RBS), effective immediately. Sweeney previously served as the
Department Chief for Public Affairs leading the public affairs initiative
for the US Coast Guard Auxiliary through out the country since November
2006. Ed also has extensive RBS experience; he is a qualified Vessel
Examiner, RBS Program Visitor, and Instructor, and has earned the new RBS
device. He also has extensive experience working with our RBS partners and
has received numerous awards from the Coast Guard Auxiliary and the RBS
community.

NACO Announces New DC-A
Mr. Robert Nelson is appointed as Department Chief, Public Affairs (DC-A).
Nelson has extensive experience in the department most recently as deputy to
the Department Chief. Nelson started his Public Affairs career as an FSO-PA
and served in all leadership positions at district and at National up to
current appointment as Department Chief.

Stories and Photos Wanted for Spring Edition of Navigator
Stories and photos are wanted for the spring edition of Navigator. Stories
should be submitted in Word format (generally not more than 1200 words, or
3 pages long), and photos should be at least 300 dpi (high resolution) and
sent as separate JPGs (not embedded in Word documents). Photos should have
complete captions and credit for who took the photo.

Boating Safety Organizations Join to Speak with One Voice in 2008
The Office of Boating Safety has requested that all Auxiliarists follow
their lead in transitioning from using the term "PFD" to using the term
"life jacket" exclusively for all non-regulatory purposes, both internally
and externally. This change is part of a national thrust being spearheaded
by the National Safe Boating Council with the full support of the Coast
Guard, all state boating authorities, and affiliated organizations and
associations to promote life jacket wear. The Coast Guard reminds you.......

2008 Fit to Float Campaign Dates Announced
The successful 2007 Fit to Float Campaign was a partnership between Bass Pro
Shops stores, Stearns and the CG Auxiliary. Stearns reported 1,700 worn-out
life jackets were turned in and another 400 life jackets were purchased and
donated to local Boy and Girl Scout activities. Their Communications
Consultant reported 34 - local radio station interviews; 17 - newspaper
articles (including two full page photo essays from the Atlanta Journal
Constitution to Bonita Springs Gazette); 41 - Local live news cut-ins with
local TV Impressions reaching 1.2 million combined local households; and 1-
national TV segment on Fox & Friends that reached 1.8 million households
during the segment.
This year Bass Pro Shops and Stearns are again sponsoring a Fit to Float
Campaign but unlike last year it is going to happen on only two weekends
from May 17-26; and (as of today) in EVERY Bass Pro Shops store in the
country. This information is being provided for advance planning because the
North American National Safe Boating Campaign (aka National Safe Boating
Week) is 19-25 May and other events are being planned for the same period.
There are perhaps three Bass Pro Shops stores without a flotilla within
reasonable proximity but coverage should still be provided for the rest.
The Auxiliary participation requested to support Fit to Float involves
having a knowledgeable Auxiliarist in each Bass Pro Shops store on the
promotion weekend to answer questions about life jackets, how to fit them,
how to inspect them, etc.; and have appropriate ANSC literature available
(i.e., 3006 Federal Boating Regulations & Safety Tips and 3032 How to Choose
the Right Life Jacket and poster 3505 Which Life Jacket for You?). There is
also a call for a Coastie to participate if logistics permit.
Bass Pro Shops stores and Stearns have no objection if the Auxiliary
simultaneously uses this opportunity to recruit new members, offer Vessel
Safety Checks, enroll boaters for an Auxiliary boating course, promote
America's Waterway Watch, or address other Auxiliary programs.
Information about the few venues selected for the consultant's publicity
thrust is not yet been determined but will be published here when available.

Track Your Progress Toward the RBS Device
Amanda Armstrong, FSO-PA in Pensacola, FL, created a handy way to track your
points over a two-year period to earn the RBS Device. All you have to do is
enter your hours from each item and the spreadsheet totals them for you and
indicates if you have enough to earn the device. Two versions are available,
one for OpenOffice users, and one for Microsoft Excel users.

Two Additional Updated National Forms
The Vessel Examinations, ANSC-7038 now allows multiple inspectors for M
missions. The change does not affect VSCs or Facility Inspections; copies of
the previous edition may be used until supplies are exhausted for those
missions. The Unit Officer Report, ANSC-7007 is revised to reflect current
authorized offices for flotillas and divisions. The previous edition is
obsolete.

West Marine Offers Safety Equipment Discount

2008 Fit to Float Campaign

support in-store activities and avoid scheduling conflicts with North
American Safe Boating Week activities over the long Memorial Day weekend.

Aux-04 and Aux-10 Classes
AUX-04 Basic Technology C-School classes will be held June 19th -23rd in New
London, CT, July 24th ? 28th Yorktown VA and September 25 -29 Alameda, CA
2008. Travel and per diem expenses are reimbursed with CG travel orders, and
the training is first class by professional Instructors. If you would like
to attend, you must submit your Short Term Training Request (STTR) ASAP. For
complete details on AUX-04, including prerequisites for the course, visit
the AUX-04 Student Support Website. Don't delay if you want to attend this
exceptional training. Additional information can be found about other
C-Schools on the Auxiliary C-School Portal website.
Have you taken an AUX-10 class to become proficient in the use of AUXDATA
and AUXINFO? A few seats are left in the classes scheduled for the CG
Academy in New London, CT., from 30 June to 2 July 2008 and Seattle, WA from
15-17 September. A new class has also been added for 1-3 August 2008 at
Coast Guard Island, Alameda, CA. Please complete a Short Term Training
Request (STTR, ANSC 7059), have your FC endorse it, and send to your
Director's Office if you would like to attend one of these classes. This is
the last chance for attending a class this year.

National Search and Rescue Competition (NSAR)
A new website with details for the first annual NSAR competition in Cape May
is coming soon. The competition will be fierce so start training now. Note:
All DCO's please confirm no later than May 1, 2008 if your district will be
sending a team to Cape May to compete in the first NSAR. We do not need to
know the team members names, only that you will be sending a team. For

Coast Guard to Emphasize Life Jacket Wear
A key outcome of the Coast Guard's Recreational Boating Safety program is to
reduce loss of life on the water. A major component of that program is to
convince boaters to wear their life jackets while on the water. See the

First Issue of the New eBeacon Available
The Beacon publication is now an electronic publication. We hope to expand

New Member Training Value-Added Article: Chain of Leadership
The value-added article Chain of Leadership has been added to the National
Training Department website. The article provides guidance on how to

2008 Directory of Services
The Auxiliary Directory of Services has been updated for 2008 and placed in
the Boating Department Documents Library. Minor changes include updating
some annual statistics. A major change was updating the Public Education
course offerings. The Directory of Services of the U.S. Coast Guard
Auxiliary is a guide for the reader (usually outside organizations, partners
and units of the USCG) to become acquainted with the capabilities of the
USCG Auxiliary and its members.

REMINDER: West Marine Offers Safety Equipment Discount
West Marine will again offer a 10% discount on safety equipment to boaters
who receive a Vessel Safety Check. The discount coupons are available for

REMINDER: Officer Eligibility Criteria Update
As per Chief DIRAUX policy in an ALAUX announcement 21 Feb 07, the Auxiliary
Administration (AUXMIN) Specialty Course is no longer recognized for meeting
elected officer eligibility criteria (a wavier was granted in 2007 for
AUXMIN). The Administrative Procedures Course (APC) is the only acceptable
course which will meet the eligibility criteria in 2008 and beyond. Anyone
who desires to run for an elected office this year must have completed the
Auxiliary Procedures Course prior to nomination. This applies to all levels
of elected offices. You can take the open book APC exam on-line or use a
written version available through the appropriate chain of leadership.

Get On Board - National Safe Boating Week/North American Safe Boating
Campaign
Just a reminder that National Boating Week is coming up fast. This year,
NSBW takes place 17-23 MAY 08, but NSBW is just the beginning of a busy
boating season, and in some parts of the country, a year round effort to
promote boating safety!
As the boating season approaches, the Auxiliary should be preparing NOW for
another campaign to spread the message of safe and responsible boating.
This year, we are hoping to educate the boating community about life jacket
wear and the options that are available when it comes to comfortable and
lightweight jackets. "Wear It" is this year's theme for NSBW. We are also
continuing our close relationship with our partner organizations to create a
larger grassroots network and create a more consistent campaign message. We
are hoping these collaborative efforts will increase awareness about the
importance of wearing life jackets while on the water.

Auxiliary Election Eligibility Criteria Revision
As per the CHDIRAUX policy in an ALAUX-009/08 dated 11 April 2008, the
previous ALAUX-003/07 released in February 2007 has been revised. The
Administrative Procedures Course (APC) is now the only acceptable course to
meet election eligibility criteria. The EOC and AUXMIN are only acceptable
(i.e. - "grandfathered") for Auxiliarists who have held any elected office
in the past.

(BOW) competition with a deadline of 10 June 2008. Nominations should be via

National Search And Rescue Competition (NSAR) Update
The new NSAR website is now online. Five districts have signed on for this
exciting event with more expected in the next few weeks. The competition is
expected to be intense so begin training now. Deadline for districts sending
a team is 1 May 2008. Travel Dates will be Thursday October 2nd through
Sunday October 5th with crew briefings beginning Thursday at 1900 hrs. Be a
part of the action at the United States Coast Guard Auxiliary?s First

Coast Guard Auxiliary Receives Proclamation
The Coast Guard Auxiliary was recognized for 60 years of boating safety
education at the 12th annual International Boating and Water Safety Summit
(IBWSS) held recently in San Diego, CA . Presenting the proclamation was
Ruth Wood, Chair, National Safe Boating Council, and Arlyn Hendricks,
President, National Water Safety Congress. Accepting the plaque on behalf of
the Auxiliary is Warren McAdams, National Chief of Staff, and Robin Freeman,
DC-E. The proclamation was also signed by John Fetterman, President, NASBLA.

DHS Unveils Small Vessel Security Strategy
The U.S. Department of Homeland Security (DHS) released its new Small Vessel
Security Strategy (SVSS) document, designed to close security gaps and
reduce risks associated with the potential exploitation of small maritime
vessels. An online Fact Sheet on the SVSS is also available. Auxiliarists
are encouraged to become familiar with these documents, and to promote
America's Waterway Watch Program when conducting RBS activities (teaching
public education courses, conducting vessel safety checks, conducting RBS
program visits, and making speeches to local marinas, yacht clubs, and other
groups).

PWC Carriage Requirements Changes
After careful consideration by the Surface Stan Team, the following PWC
OPFAC carriage requirements are changed effective immediately:
- Throwable PFD is no longer required.
- Spare spark plugs are only required for 2 stroke engines. They are no
longer required for 4 stroke engines.
These items are in Appendix C (Required Facility Equipment) and again in
task PWC-03-05-AUX (4.g and 4.r) of the PWC Operator Qualification Guide,
COMDTINST 19794.54 (series). They are also found on the PWC Facility
Inspection and Offer for Use form, ANSC 7008 in Section VII, items 12 and
20. These changes will be reflected in the next editions/revisions of these
documents.

Register Now for the Auxiliary National Conference (NACON)
We are pleased to announce that registration and information regarding NACON
2008 is now available online. You may register for the conference online as
well as make your hotel reservations through the links provided on the site.
We are continuing to update the website as more information becomes
available for posting. Plan to attend now, register and make your
reservations early so you do not miss out. Early Bird Registration ends on
July 17, 2008. Mail-in registration ends on August 1, 2008. Online
registration ends on August 10, 2008. After August 10th registration will
only be available at the Conference Registration Desk at the hotel in
Orlando starting at 12:00 noon on Wednesday August 20th.

USCGAUX Amateur Radio Event
All U.S. Coast Guard Auxiliary members that are Amateur Radio operators are
invited to operate as "Special Event Radio Stations" on Saturday October 18,
2008 on Amateur H.F. frequencies to commemorate the Anniversary of the
U.S. Coast Guard Auxiliary. All amateurs are invited to set up and
operate Special Event Radio stations using High Frequency all across the
nation. Official USCG Aux Special Event Amateur Radio stations will be
operating "On the Air" with a Special 1 X 1 call all day contacting amateur
radio operators and other U.S. Coast Guard Auxiliary stations from coast to
coast.
All official Special Event Radio Stations will be sent Free Commemorative
QSL's to mail out. Last year over 30 USCG Aux. Special Event Stations
contacted thousands of other amateurs and USCG Auxiliary members to
commemorate the USCG Auxiliary Anniversary.

Lifejacket Use Clarification
Per CHDIRAUX Office: Misinformation passed at a recent Auxiliary meeting
stated that the USCG would be withdrawing approval of inflatable lifejackets
for all boats capable of going 30 mph or more. To clarify: Impending changes
to authorized inflatable life jackets applies only to CG active duty,
Reserves, and Auxiliary. By 2009 all life jackets authorized for use by CG
personnel must be dynamic strength tested to 50 mph. The Auxiliary will be
less affected since it will only apply to Auxiliary personnel on facilities
that have the capability to exceed 35 mph. This change has nothing to do
with the boating public and is strictly an "in-house" standard to ensure
safety conducting missions utilizing high speed assets. The CG is not
withdrawing approval for Inflatable Life Jackets, merely removing types it
previously listed in the Rescue and Survival Systems Manual as approved for
use by CG personnel. Again, it has nothing to do with the public, only CG.

First International Drowning Report Published
The first International Drowning Report has been published, complete with a
Power Point presentation, by the International Life Saving Federation (ILS).
This is a must read eye opener for those involved in promotion of water

1st Quarter 2008 Commandant Report
The Commandant's quarterly brief presents two topics in the Projects and
Critical Issues categories that either require added attention and emphasis
or are tracking on course at this time. The first item Coast Guard Auxiliary
modernization was discussed in the most recent flag conference. The second
item addresses the longer term Auxiliary Information Systems requirements.
Following the discussion of critical issues is a section on Accomplishments
and Initiatives that draws items of interest from activities in experienced

>From the U.S. Coast Guard Boating Safety Division
As many of you may recall, the U. S. Coast Guard Infoline (a toll-free phone
number formerly referred to as the Boating Safety Hotline) was discontinued
October 1, 2006 due to budget shortfalls. At that time, the Coast Guard
requested our partner organizations to remove the 800 number from active
websites and customer assistance phone services, and to discontinue the use
of the number in all printed material.
It has recently come to the Coast Guard's attention that the CG Infoline 800
number (800-368-5647) has been privately reactivated and now leads to a
secondary 800 number that is unrelated to boating safety when dialed. All
Coast Guard field units have been directed to obliterate this number from
all forms and publications where it appears. All replacement stock of these
forms and publications no longer carry the CG Infoline number.
Due to the fact that the boating public is still continuing to attempt to
reach us at this number, we are asking for your assistance in ensuring that
your membership is aware that the Coast Guard Infoline/Hotline is no longer
in use and to discontinue the placement of the number in all publications
and services. It is further requested that, where possible, you obliterate
this number from any existing stock of materials in order to prevent any
misdirection or confusion for the recreational boating public.
Your cooperation and assistance in this matter is greatly appreciated, and
thank you for all you do to make recreational boating safer for our boating
public.

Rockland Maine Becomes Ninth Coast Guard City
WASHINGTON D.C. - U.S. Senator Olympia J. Snowe (R-Maine) today announced
that the City of Rockland has been approved to receive the highly coveted
designation of "Coast Guard City" from the United States Congress. The
announcement follows a nomination on behalf of Rockland by Admiral Thad
Allen in March and the completion of a rigorous application review by the
United States Coast Guard.

National Pollutant Discharge Elimination System
The US Environmental Protection Agency (EPA) will be hosting public
meetings/hearings in Washington DC, Portland and Chicago over the next two
months on additional information for the discharge permit for vessels.
Members are encouraged to attend as private citizens to make their concerns
as recreational boaters known to the EPA, but cannot give input in uniform
or use auxiliary titles unless they receive permission from their District
Commodore, Director of Auxiliary, and District Commander. Questions should
be directed via the National Legislative Liaison Committee website.

Travel Voucher Form Updated
The Travel Voucher, DD-1351-2 and Continuation, DD-1351-2C eForms have been
revised to reflect the changes to some airlines which are now charging for
baggage. The expense drop down menus now include Aircraft Baggage Charge.

Auxiliary National Conference (NACON) - Registration, Reservations, Etc.
A printable PDF version of the registration form has been added to the NACON
website which may be completed by hand and mailed with payment to Ann

any questions regarding registration for NACON 2008. We are continuing to

Federal Support Focuses on Midwest Flood
June 20, 2008 - FEMA and numerous federal agencies continue to work with
tribal, state and local governments, private sector partners and affected
residents as floods continue to devastate communities in the Midwest and
begin to recede in others. President George W. Bush, Secretary Chertoff,
FEMA Administrator David Paulison and other senior federal officials visited
flooded sites in Iowa to view the damage first-hand.

Airline Checked Baggage Fee and Airline Fuel Surcharge (ACLOAST 333/08)
For those who travel on TONO:
Numerous commercial airlines are assessing a fee for checked baggage. Some
airlines may exempt government travelers from paying the fee, however, they
may require the traveler to present a government ID and/or copy of official
travel orders at time of check in. Coast Guard travelers should be prepared
to present a military or government ID and copy of official travel orders at
the time bags are checked in.
Regulations classify any baggage that is not transported free by the carrier
as part of the transportation ticket cost as excess baggage. Therefore
travel orders must specifically authorize excess baggage in order to be
authorized reimbursement for a checked baggage fee.
Checked baggage fees cannot be charged to the coast guard centrally billed
account (CBA), aka charged to order, TONO, or GTA.
Travelers who have their airline ticket charged to a Coast Guard CBA must be
prepared to pay any assessed baggage fee at the time the bags are checked in
with the airline. Checked baggage fees can be charged to the travelers
individually billed government travel charge card.
Due to the volatility in fuel costs many airlines are assessing a fuel
surcharge to government and public airfares. The surcharge is assessed at
the time the ticket is purchased and is in addition to the base airfare
price. The amount of the fuel surcharge could substantially increase the
overall cost of a ticket. The surcharge appears on a transportation
itinerary invoice as a tax and shall be included as part of the overall
transportation cost for reimbursement purposes.

NACON Registration Deadline Fast Approaching
The NACON 2008 deadline for hotel and early conference reservations is July

New AuxData Mission Added
There is a new mission added to member training, 06C - AUXSCE. Reporting it
is now functional in AuxData. Please advise all Instructors who are teaching
this course to use mission 06C effective immediately. A reminder: Do not

Clarification of CG-210 Training for Auxiliary
ICS-210 Initial Incident Commander is a classroom course designed for Single
Resource Leader Type 5/Type 4 Incident Commanders. It is a four-hour course
based on the ICS-300 course but condensed and focused on initial incident
assessment, initial incident management (includes assuming command,
organization, and execution), and development and use of ICS forms.
Completion of this course by SURLs is a DHS mandate not a CG Headquarters.
As per ALAUX 002/07 this course or the full ICS-300 course is required for
Auxiliary coxswains, pilots (Aircraft Commander, First Pilot and Co-Pilot),
any member in the Trident Program or any other team/task force leader
determined by a Coast Guard unit Commander to have a need.
Both ALCOAST 042/07 and ALCOAST 106/07 required a completion date of 31MAR08
for all Coast Guard personnel including the Auxiliary. There was concern
over the possible limited access for Auxiliary members when the course was
first made available. ALAUX 002/07 was issued giving no completion dates but
strongly encouraging single resource leaders to take ICS-210 when the
opportunity presented. Realizing that the 31MAR08 deadline has come and gone
for ICS-210, CG-54212 in cooperation with the Coast Guard's NIMS Program
Coordinator and the Office of Incident Management & Preparedness (CG-5331)
were able to extend the deadline for course completion until 31MAR09.
The new deadline for completion for all applicable Auxiliarists is 31MAR09.
Successful completion must be entered into AUXDATA which will be programmed
to recognize the 31MAR09 deadline. Operational members who are not compliant
with coursework requirements by the deadline will be placed in "REYR" and
will not be issued patrol orders.

Waterfront Challenge Grants
The Waterfront Challenge is a grant program for boaters to take steps to
help improve their local waterfront. Eight grants of $5,000 to $25,000 will
be awared to support grassroot efforts by boaters to create sustainable
waterfront environmental improvements in their communities. Some ideas
include, cleaning up a beach or river bank, rebuilding a handicap accessible
dock, or any small scale projects that could result in effective waterfront
improvements. A flotilla or an individual could apply for grants to be
awarded at the Miami International Boat Show in February, 2009. Project
deadline is November 5, 2008.

Life Jacket Demonstration at NACON
All NACON attendees are invited to the Recreational Boating Safety (RBS)
Directorate's life jacket extravaganza, pool-side on Saturday (23 August) at
noon. See new style life jackets and rescue devices demonstrated by famous
models (and perhaps one or two that are infamous), including the new Mustang
Hydrostatic Auxiliary and Stearns paddler manual models. Learn what the
National Safe Boating Council (NSBC) can do to support you, learn how to
correctly re-arm an inflatable life jacket from a pro, and receive some neat
stuff. Since it will be lunch time, RBS Directorate and the NSBC will
provide a FREE Vienna Beef hot dog lunch. Attendees will receive other FREE
stuff.

Basic/Advanced Coastal Navigation) using Weekend Navigator ready and

Auxiliary Search Coordination& Execution (AUXSC&E) Course Replaces AUXSAR
The new AUXSC&E course is now available at ANSC and is ready to be taught in
the Districts. This course replaces AUXSAR in the Auxiliary's suite of AUXOP
courses. AUXSC&E, which is the Auxiliary version of the Coast Guard's Search
Coordination & Execution course, is an AUXOP course, and as such, is not
required for qualification or currency maintenance for the Boat Crew
program. Additional information about the new course can be obtained at

Two new courses, Operations Policy and Navigation Rules, are now available
on eLearn. Operations Policy reviews the Operations Policy manual, preparing
you to take the test, a prerequisite for Coxswain, PWC Operator, and several
Aviation quals. Navigation Rules reviews COLREGS, preparing you for the
NavRules70 exam, a prerequisite for Coxswain and PWC Operator, as well as

Sale on Tucked Version of the ODU
The Coast Guard Uniform Distribution Center (UDC) is offering a 4-for-1 sale
on certain sizes of the tucked version of the Operational Dress Uniform
(ODU).

Although this ALCOAST states in paragraph 6 that the current ODU may be worn
until 31 December 2012, that deadline applies only for Coast Guard active
duty and Reserve personnel. ALAUX 012/08 of April 2008 provided guidance on
Auxiliary ODU wear that still applies...specifically, that the current
tucked ODU will be authorized for Coast Guard Auxiliary wear until no longer
serviceable.

The Coast Guard Auxiliary recognizes the need to communicate time sensitive
information to all of its members and each Auxiliary website plays a vital
role in the distribution of information. The best examples of Auxiliary

Update to Documentation Revision List for Training Courses
The National Training Department's Documentation Revision List has been
changed to incorporate updates in the documentation to support the New
Member Course material developed by the Personnel Department. Updates
include the Reference Guide, Student Guide and exams. This list has been
developed by the National Training Department to provide the current
revision of training material required for program qualification and AUXOP
courses. All items listed have been reviewed by responsible departments and
confirmed as the latest revision.

Auxiliary Search Coordination & Execution (AUXSC&E) Course Replaces AUXSAR
The new AUXSC&E course is now available at ANSC and is ready to be taught in
the Districts. This course replaces AUXSAR in the Auxiliary's suite of AUXOP
courses. AUXSC&E, which is the Auxiliary version of the Coast Guard's Search
Coordination & Execution course, is an AUXOP course, and as such, is not
required for qualification or currency maintenance for the Boat Crew

Two new courses, Operations Policy and Navigation Rules, are now available
on eLearn. Operations Policy reviews the Operations Policy manual, preparing
you to take the test, a prerequisite for Coxswain, PWC Operator, and several
Aviation quals. Navigation Rules reviews COLREGS, preparing you for the
NavRules70 exam, a prerequisite for Coxswain and PWC Operator, as well as
the 5 year recertification exam. eLearn is an online training resource
sponsored by the National Training Department.

Subj: Hurricane Gustav
As we watch the progress of hurricane Gustav across the gulf, we are
reminded of the devastation from hurricane Katrina only a few years ago.
There were many lessons learned from hurricane Katrina by the Auxiliary. One
of the first was that as auxiliarists our primary role is not as a first
responder but rather to be ready to assist our local Coast Guard units
should they need us to fill in when active duty personnel and assets are
deployed to the disaster area.
Our training and abilities as Coast Guard Auxiliarists are excellent and our
role is always to take direction from the Coast Guard. We are there to do
what they need when they need it. If they have specific needs that we can
fill, they will direct that request to your District Commodore.
While our thought and prayers remain with the people that will be affected
by this storm we also need to review our own readiness during times of
disaster. I urge all auxiliarists to take this opportunity to review your
local disaster plans within your flotillas, divisions and districts. Your
District Commodore and Auxiliary Sector Coordinator will be in close contact
with the Sectors in your area to ensure that if the Coast Guard has a need
for auxiliary personnel and resources that appropriate actions will be
taken.
I thank each of your for your service and dedication; the work that you do
as auxiliarists makes a world of difference to the Coast Guard and America's
boaters. Please keep prepared, aware and safe .

Coast Guard Foundation Establishes Disaster Relief Fund
In response to Thursday's tragedy off the coast of Honolulu, the Coast Guard
Foundation is asking for financial support to assist the families of the
lost crew of the Coast Guard HH-65 Dolphin rescue helicopter. The Coast
Guard Foundation, a non-profit organization committed to the education,
welfare and morale of all Coast Guard members and their families. Additional

Auxiliary Center Closed for Annual Inventory
The Coast Guard Auxiliary Center (AUXCEN) in St. Louis is closed for
inventory from November 1-6, 2008. Orders will not be processed during the
inventory period. Orders and returns received as of noon Friday October 31,
2008 will be held and processed upon completion of the inventory. In
addition, on November 5, 2008 from 10:00 pm to 10:30 pm PST, members will
not be able to submit orders through the online District Stores site due to
scheduled server maintenance. Remember, even if you submit online District
Stores orders during the AUXCEN closure for inventory, they will not be
processed until completion of the inventory.

New Member Course Now Online
The New Member Course is now available online through Auxiliary eLearning,
the Coast Guard Auxiliary online learning system. Prospective members can
review the contents of the course and take the final exam online. A printout
of the notification that they passed with 80 percent or better will suffice
in lieu of the hard copy answer sheet currently required with the new member
application. To access the course, go to:

REMINDER: AUXSAR Will Phase Out 1DEC 08
On December 1, 2008, the "old" AUXSAR exam will no longer be available.
Members successfully passing the "old" AUXSAR exam on or before November
30th will receive credit for the course as a part of their six-course AUXOP
program. Members currently studying the "old" AUXSAR course who do not
successfully pass the "old" AUXSAR exam on or before November 30th will have
to start again and take AUXSC&E course.

What new members need to do is set up an account on eLearn, for which there
are directions in the opening page. Once you confirm the account (via an

NACO Holiday Message
I would like to take this opportunity to offer best wishes from my family to
yours for a happy and safe holiday season!
This is a special time for us to share with our family and friends. It is
traditionally been a time to give thanks for what we have; it is also a
great time to reflect on our past accomplishments, and rekindle our spirit
of dedication to serve as a member of the United States Coast Guard
Auxiliary.
During the holiday season, I personally like to give thanks for all the
blessings in my life - my family, my friends, and of course - my shipmates
in the U.S. Coast Guard Auxiliary! Joining the Auxiliary has been a life
changing decision for many of our members (myself included), and I am
thankful for this excellent opportunity to serve my country.
At this time of year, I also like to fondly reflect back on those
Auxiliarists who helped mentor me when I first joined the Auxiliary. These
mentors helped me through the challenges and frustrations I encountered when
I first joined, and encouraged me to press on to higher levels of service
within the Auxiliary. More importantly, they gave me confidence to feel like
I could do anything I wanted to do in the Auxiliary, and I thank them for
that.
If you have been in the Auxiliary for a number of years, you have amassed a
huge amount of information and experience that makes you the perfect mentor
for new members in your flotilla. Today, with our ever-growing mission
needs, it is very easy for a new member to get overwhelmed and discouraged.
I ask you to reach out to the newest members in your flotilla, embrace their
friendship, and show them the way ahead. Take a future Commodore under your
wing and help them to develop their skills and become a better Auxiliarist.
The successes and challenges of 2008 are done and behind us; it is now time
to focus on the coming year and what we need to do to make it as productive
and successful as possible. I ask that you look at how you can make a
difference for our organization in the next year.
Lastly, I ask that you reflect back on the reasons why you joined our
wonderful organization. Many of us joined the US Coast Guard Auxiliary to
simply improve our boating skills, and to provide some level of service back
to our community. Fortunately for us, our organization offers us a plethora
of opportunities to serve the Coast Guard, our community, and our nation. I
encourage you to find out "what floats your boat" and take full advantage of
the training and service opportunities that interests you. Get involved,
learn and teach - I promise you, you'll be glad you did!
Once again, I thank you for the time and effort you give to our Coast Guard
Auxiliary, and our nation. I wish you joy, peace, health and happiness in
2009 and beyond.

O-Department Operations Workshop and TCT Refresher for 2009
The Operations (Response) Department has posted resource documents and
PowerPoint slides for the 1 hour 2009 TCT Refresher course on the O-Dept
website. This refresher session is a required currency maintenance for all
coxswains, crew, and PWOs for 2009 and must be completed by 31 December
2009. This session consists of 3 documents, a facilitator resource guide, a
participant guide and a PowerPoint presentation. Also posted is the 2009
Operations Workshop. This consists of 2 documents, a PowerPoint presentation
and a facilitator reference guide. This is an optional but highly
recommended workshop for 2009. This workshop may be a requirement at the

V-Department Workshop Updates for 2009
The V-Department has updated its workshop and training modules for 2009.
They can be found on the V-department's web site or ordered from ANSC (ANSC
number 2001 A). These workshops are not mandatory; they are intended to be
used to train new, and to refresh existing, program visitors and vessel
examiners.

Free Annual Subscription to Soundings Magazine
2009 Flotilla Commanders and PE Officers at all levels may request free
subscriptions to Soundings magazine. Enrollment is open during the month of
January. Eligible members can select these services by going to
ShopAuxiliary.com, selecting Members Only to log
in, and then clicking on the Soundings logo.

Fingerprinting Course Update
A new Fingerprinting Course is available on E-Learning. This course is
required by all Auxiliarists who want to become qualified as Fingerprint
Technicians for the purpose of assisting with new member personal security
investigations. The old course, on the CHDIRAUX site, is no longer
available. To register for E-Learning, access the T Department website, or
if already registered login to the E-Learning site.

Public Affairs & Marketing C School (AUX-12) Offered
Prospective students (FSO/SO/DSO-PA/PB) for the Public Affairs & Marketing C
School (AUX-12) should submit their Short Term Training Request (STTR) ASAP
to their DIRAUX via their Flotilla Commander to help assure selection for
one of this year's classes. Seats are still available for the 6-8 February
class in Miami. See

New Partnership with Heartland Boating Magazine
A new partnership has been formed with Heartland Boating magazine for the
benefit of Auxiliary members in the three regions of District Eight. These
benefits include:
* Annual subscriptions for members discounted from $16 down to $13.
* Free 3-month subscriptions for current Flotilla Commanders and PE
officers at all levels.
* FSO-PEs can have their upcoming PE courses listed in the magazine.
* FSO-PEs can request free magazine copies for distribution in PE
classes.
Members of District Eight can select these services by going to

REMINDER: AUXSAR (Auxiliary Search and Rescue) Specialty Course No Longer
Available
As of December 1, 2008, the "old" AUXSAR course and exam are no longer
available. Members successfully passing the "old" AUXSAR exam on or before
November 30th will receive credit for the course as a part of their
six-course AUXOP program. Members currently studying the "old" AUXSAR course
who did not successfully pass the "old" AUXSAR exam prior to December 1st
will have to start again and complete the AUXSC&E course. The New Auxiliary
Search Coordination & Execution (AUXSC&E) Course replaces the Auxiliary
Search and Rescue (AUXSAR) Course. For more detail on the AUXSC&E course
visit the National Training website.
